YENİ KURUMSALCI DEVLET KURAMLARI VE TÜRKİYE ÖRNEĞİ, 1990’LAR

Devlet olgusunun siyasette aldığı rollere koşut olarak, siyaset analizlerinde de devletin yeri sıklıkla gözden geçirilmiştir. 1970’lerle birlikte güç kazanmaya başlayan devlet-merkezci analizi, 1990’larda yoğunlaşan küreselleşme-bölgeselleşme akımlarına rağmen, çeşitlenerek devam etmiştir. Devlette süreklilikleri odağına alan yeni kurumsalcı devlet kuramı, 1990’ların ikinci yarısı ile birlikte değişim olgusunu da analiz alanına dahil etmek durumunda kalmıştır. Bu kuramsal açılım, devleti özerk bir yapı olarak tanımlayan devlet-merkezci yaklaşım içinde, tartışmalar ile birlikte çeşitlenmelere de neden olmuştur. Aynı zamansal kesitlerde, Türkiye'de de devlet, zemin kaybeder göründüğü zamanlarda dahi, siyasetin en önemli konusu olmaya devam etmiştir. Bu çalışmada, yeni kurumsalcı devlet kuramlarının izlediği süreç, çeşitlenmesi ve iddiaları; Türkiye siyasetinden bazı olgular eşliğinde, resmedilmeye çalışılmıştır. Bu anlamda, Türkiye siyasetinin derin izleğini (gezingesini) oluşturan, aşkıncı devlet geleneğine özellikle değinilmiştir.
