Türkiye Büyük Millet Meclisi XIII. Yasama Dönemi Ve Dış Politika; Dış Politikanın Parlamenter Denetimi İle TBMM'nin Dış İlişkileri

Dış siyasetin başlıca aktörünün hükümetler olması yasama organlarının dış siyasetle ilgisiz olmaları anlamına gelmemektedir. Aslında yasama organlarınında dış siyaset alanında önemli görev ve işlevleri bulunmaktadır. Türkiye örneğine bakıldığında da bu durum aynıyla vakidir. Dış siyaset ile ilgili gelişmelerhükümet gündemini meşgul ettiği gibi TBMM gündemine de yansımaktadır.Bu çalışmada 1965-1969 dönemine tekabül eden XIII. Yasama dönemindeTürkiye için önem arz eden uluslararası gelişmelerin TBMM gündemine yansımaları; bu çerçevede Türkiye'nin dış siyasetine dair temel sorunlar, uluslararası antlaşmalar, yasama organının uluslararası temasları ve dış siyasetin parlamenter denetiminin unsurları ele alınarak döneme ait bilgiler derlenmekte,böylece söz konusu dönemde TBMM'nin dış siyasetle ilgili çalışmalarına dair bir tablo oluşturulmaya çalışılmaktadır. Bu tablodan hareketle dış siyaset konusunda TBMM'nin konumu daha iyi anlaşılabilecektir

XIII. Legislative Term of Grand National Assambly of Turkey (1965-1969)and Foreign Policy: Parliamentary Scrunity Over Foreign Policy and Foreign Relations of Gnat

While the primary actors of foreign policy are governments, this does notmean that legislative bodies are not interested in foreign policy. In fact,legislative bodies have important duties and functions in the field of foreignpolicy. This is also true in the case of Turkey. Incidents about foreign policytake up space in the agenda of GNAT like it takes place in Government'sagenda. This study tries to cover reflections of international incidents on theagenda of GNAT: in this context, basic issues about Turkey's foreign policy,international agreements, foreign relations of the legislation, and aspects ofparliamentary scrutiny over foreign policy are studied and information covering the legislative term are compiled so that a picture of GNAT's worksabout foreign policy during the given term can be drawn. According to thispicture, GNAT's position in foreign policy can be better understood
