SURİYE’DE BARIŞ NASIL İNŞA EDİLEBİLİR?

Bu makale, Suriye’de ateşkesin nasıl sağlanıp, ardından da kalıcı bir barışın nasıl inşa edilebileceğine ilişkin analitik bir tartışma sunmaktadır. Ülkedeki yönetim karşıtı isyanın kısa özeti ve nedenler bağlamında bir değerlendirmesi ile başlayan çalışma, disiplinler arası bir yaklaşım temelinde ülkede barışı inşa sürecinin basamak taşlarını irdelemektedir. Bu bağlamda özellikle yapılması gereken yasal düzenlemeler ile ekonomik ve sosyal yapının revize edilmesi gereğine dikkat çeken çalışma, üçüncü parti kapasitesine duyulan ihtiyaçtan ötürü, bu süreçte uluslararası toplumun da değişik cephelerden Suriye halkına destek vermesi zorunluluğuna işaret etmektedir.

HOW CAN PEACE BE ESTABLISHED IN SYRIA?

This article provides an analytical discussion on how to reach a cease-fire and then build a durable peace in Syria. Starting with a brief history and background conditions of the rebellion, the study focuses on the steps of the peace building process, based on a multi-disciplinary approach. In this respect, the study particularly calls for the need for legal, as well as economic and social reconstruction in the country, also stressing the need of the help of the international community in the process of peace building due to the institutional weaknesses of the parties in conflict.
