Reform transferinde uluslararası örgütlerin rolü

Reform transferi genel bir kavramdır ve milletler var oldukları günden bu yana birbirlerinden reformları ödünç almışlardır. Reform transferi yakın zamanlara kadar ülkeler arasında gönüllü ve rasyonel arama süreci olarak algılanmış, bunun bir sonucu olarak akademik yazında uluslararası örgütlerin bu süreçteki rolleri hak ettiği ilgiyi görmemiştir. Bu bakımdan, Çalışma'nm amacı uluslararası örgütlerin reform transferi sürecindeki rollerini tartışmaktır. Çalışma'yla, uluslararası örgütlerin küresel olarak hem gönüllü hem de zorlayıcı tip reform transferinde çeşitli şekillerde etkili oldukları, bu rollerini gerçekleştirmek için çeşitli mekanizmalar geliştirdikleri, bunun yanı sıra son çeyrek yüzyılda yaşanan bazı gelişmelerin de onların bu alandaki güçlerinin artmasına katkıda bulunduğu ortaya konulmuştur.

The Role of International Organizations in Reform Transfer

Abstract: Reform transfer is a generic concept and from the beginning of their existence nations borrowed reforms from each other. Up until recently, reform transfer has been thought as a voluntary and rational search for policies between countries. As a result of this, in the academic field, the role of international organizations in this process did not attract too much attention. In this respect the aim of this article is to discuss the role of international organizations in reform transfer. With this study it has been shown that international organizations have roles in both voluntary and coercive type of policy transfer globally. They also have developed different mechanisms to realize their roles. Finally, some developments witnessed within last quarter of this century contributed to strengthen their position in this process.
