Birçok Avrupa ülkesinin hukuk sisteminde suça sürüklenen gençlere yönelik özel yasal ve kurumsal düzenlemeler yer almaktadır. Gençlik adalet sistemi olarak tanımlanan bu düzenlemeler suça sürüklenen gençlerin özel gereksinimleri olduğu gerçeğini kabul eder ve bu doğrultuda hizmetler sunar. Gençlik adalet sisteminde kamu kurum ve kuruluşlarının yanında sivil toplum örgütleri de etkin bir rol oynamaktadır. Köln şehri, Almanya’da gençlik adalet ve yardım sisteminde sivil toplum örgütlerinin yer aldığı ilk şehirlerden birisi olması nedeniyle önemlidir. Bu araştırma, Köln’de suça sürüklenen gençlerle çalışmak amacıyla kurulmuş dört sivil toplum örgütünün gençlik adalet ve yardım sistemindeki rolünü değerlendirmeyi amaçlamıştır. Nitel araştırma modeli olarak tasarlanmış olan çalışmada, söz konusu örgütlerin tarihçeleri, hizmetleri, sorunları ve gelecek planlarına ilişkin veriler toplanmıştır. Araştırmada sivil toplum örgütlerinin gençlik adalet ve yardım sisteminde kamu kurum ve kuruluşlarının hizmetlerine önemli bir destek sağladığı belirlenmiştir.

Most European countries have specific legal and institutional regulations in their law system. These regulations called as 'youth justice system" acknowledges that young offenders have special needs and deliver services in this direction. Both public agencies and non governmental organizations have effective roles in youth justice and assistance system. Cologne is a historically important city as one of the first cities where non-govemmental organizations started to work on youth justice system. Thisstudy aims to assess roles of four non-govemmental organizations founded to work with young offenders in youth justice and assistance system. In this study qualitative design is used and gathered data about histories, services, problems and future plans of the non-govemmental organizations. It is determined in this study that the non-govemmental organizations provide significant support to services of public agencies and organizations in youth justice and assistance system.
