AB Ortak Dış Politikası: Irak'ın Yeniden İnşası Örnek Olayı

2003 Irak Savaşı, ortak bir Avrupa dış politikası geliştirme çabaları için hem büyük bir hayal kırıklığı hem de sonrasında atılacak adımlar için önemli bir tecrübe hüviyetindedir. Buradan çıkarılan dikkat çekici bir ders, AB'nin Irak benzeri uluslararası krizlere askeri gücü ile değil de, sivil gücünü kullanarak katkıda bulunabileceği gerçeğidir. Genelde Orta Doğu özelde Irak'la ilgili ortak çıkarlara sahip olan AB ülkeleri, savaş sonrasında ortak bir politika izleyerek bölge ve ülkedeki gelişmeler üzerinde etkin olmak istemişlerdir. Bu doğrultuda AB, hukuk devleti ilkesi, insan hakları, demokratikleşme, temel kamu hizmetleri ve insani yardımlar gibi alanlara yoğunlaşarak Irak'ın yeniden inşasına katkıda bulunmaya çalışmıştır. Makalede, 2003-2013 arası AB yardım programları ele alınarak AB'nin Irak'ın yeniden inşasına katkısı incelenmekte, örnek bir AB projesi olarak ise EUJUST LEX'e odaklanılmakta ve böylece AB'nin Irak'ta hukuk devleti ilkesinin yerleşmesine yönelik katkısına vurgu yapılmaktadır.

EU Common Foreign Policy: Reconstruction of Iraq as a Case Study

2003 Iraqi War was both a big disappointment and an important experience for the next steps for a common European foreign policy. A significant lesson learned from this was that Europe could contribute to peaceful settlement of international crises, such as the Iraqi one, with its civilian power, not with its military power. European countries which were aware of their common interests in the Middle East in general and in Iraq in particular aimed at having influence on the region and on Iraq by following a common policy in the post-war Iraq. Accordingly, the EU tried to contribute to the reconstruction of Iraq by focusing on areas such as the principle of rule of law, human rights, democratization, basic public services, and humanitarian aid. In this article, the contribution of the EU to the reconstruction of Iraq is analyzed by examining the EU assistance programs between 2003 and 2013 and by focusing on EU JUST LEX as a case, and accordingly specific emphasis is put on the EU's contribution to the implementation of the principle of rule of law in Iraq.
