Yoksulluğa bir yaklaşım biçimi: Kapasite yaklaşımı
Bu çalışmada insani gelişme ve insani yoksulluk kavramlarının temelini teşkil eden Amartya Sen’in geliştirmiş olduğu kapasite yaklaşımı ana hatları ile incelenerek, kalkınma ve yoksulluk konusunda ileri sürdüğü argümanlar kısaca açıklanmaya çalışılmıştır. Kapasite yaklaşımı, yoksulluğu önlemek ve azaltmak için politika seçenekleri oluşturulurken başvurulacak bir düşünce çerçevesi olarak ortaya çıkmıştır. Bu doğrultuda yaklaşım, kalkınma ve yoksulluk gibi konularda her probleme çözüm üreten bir teori olarak değil, çözüm tekniği üretme süreci içinde alternatif bir düşünsel çerçeve olarak değerlendirilebilir.
This study explores the capability approach which is accepted as the basic concept of human development and poverty and has been developed by Amartya Sen. Capability approach is a frame concept which can be used for establishing political options in order to prevent poverty. This approach is not a problem solving theory but an alternative way of thinking process for producing a problem solving technique.
