Balkan Savaşlarından Birinci Dünya Savaşına Osmanlı-Yunan İlişkilerinde Sakız ve Midilli Meselesi, 1912-1914

Bu çalışma Birinci Dünya Savaşı’na giden süreçte Osmanlı Devleti ve Yunanistan’ınen önemli dış politika sorunu olan ve her iki ülkeyi savaşın eşiğine getirenSakız ve Midilli meselesini ele almayı ve tarafların krize yaklaşımlarını karşılaştırmalıolarak incelemeyi amaçlamaktadır. Bahsi geçen adalar, Birinci BalkanSavaşı sırasında Yunanistan tarafından işgal edilmiş, Osmanlı Devleti bu işgalitanımamış ve Anadolu’nun güvenliğini gerekçe göstererek işgalin sonlandırılmasınıtalep etmişti. Londra, Bükreş ve Atina antlaşmaları ile sorun çözüme kavuşturulamayıncataraflar nihai kararın büyük devletlerce verilmesine razı gelmekdurumunda kalmıştı. 1914 yılı Şubat ayında Büyük Devletler Bozcaada ve Gökçeadahariç diğer tüm adaların Yunanistan egemenliğine geçmesine karar vermiş,ancak Osmanlı Devleti’nin kararı tanımayacağını ilan etmesi üzerine iki ülkearasındaki gerginlik giderek tırmanmış, Balkanlardaki “gergin barışı” hatta “Avrupauyumunu” tehdit eden bir niteliğe dönüşmüştü. Büyük Devletlerin sorunaçözüm bulmak için yoğun diplomatik girişimlerde bulunduğu bu süreçte bu ikiada üzerindeki hâkimiyet mücadelesi iki ülke arasında donanma rekabetine,azınlık meselesinin daha da tırmanmasına yol açan hadiselere şahitlik etti ve taraflarınsavaşa ilişkin tercihlerinde belirleyici etkenlerden birisi oldu. Çalışma,Türkçe, Yunanca ve İngilizce birincil ve ikincil kaynaklara dayanmaktadır.

From the Balkan Wars to the First World War, the Chios and Mytiline Question in Ottoman-Greek Relations 1912-1914

This study deals with the Chios and Mytilene issue which was the most important foreign policy problem between Ottoman Empire and Greece and brought the two countries to the brink of war in the process leading to the First World War and aims at examining their policies towards the crisis comparatively. These islands at issue had been occupied by Greece during the First Balkan War but the Ottoman Empire refused to recognize the Greek sovereignty and demanded the end of occupation by claiming that these islands were crucial for the security of Anatolia. When the problems were not resolved with the treaties of London, Bucharest and Athens, the parties had to agree to the final decision being given by the Great Powers. In February 1914, the Great Powers decided that all the islands except Bozcaada and Gökçeada would go to Greece. The crisis between Greece and Ottoman Empire grew when the latter declared that the decision would not be recognized and turned into a threat to the “tense peace” and even “Concert of Europe”. In the process of the intensive diplomatic attempts by the Great Powers to find a solution to the problem, the struggle for dominance over these two islands witnessed the naval arms race between the two countries, led to the further escalation of the minority issue and it became one of the most decisive factors in the parties’ preferences for the Great War. The study is based on primary and secondary sources in Turkish, Greek and English.
