“PEACE IN THE WORLD”: ON TURKEY’S ALLIANCE STRATEGY IN THE INTERWAR PERIOD

The Interwar Period between 1918 and 1939 is one of the exceptional periods in which the alliance strategy was intensively used by the states. The fact that the treaties that officially ended the First World War had exceptionally severe conditions for the defeated, paved the way for the gradual emergence of this exceptional period. As a matter of fact, the states that failed to achieve success against Turkey’s overriding of the onerous conditions of Sevres with the Treaty of Lausanne and the states that did not achieve the desired results in World War I intentionally turned to cooperation in the axis of revisionism while states that favored the continuation of the status quo in various parts of the World. Therefore, it is significant to understand both the international political atmosphere of the historical period and the conditions under which the essential principles of Turkish foreign policy were constituted during the Interwar Period.

“Cihanda Sulh”: Türkıye’nin İki Savaş Arası Dönem İttifak Stratejisi Üzerine

İki Savaş Arası Dönem olarak nitelenen 1919 ile 1939 arası dönem ittifak stratejisinin devletler tarafından en yoğun şekilde kullanıldığı istisnai dönemlerden biridir. I. Dünya Savaşı’nı resmi olarak bitiren antlaşmaların savaşın mağlupları açısından oldukça ağır şartlar taşıması, bu istisnai dönemin tedrici şekilde ortaya çıkmasına zemin hazırlamıştır. Nitekim Türkiye’nin Lausanne Antlaşması ile Sevres’in ağır koşullarını geçersiz kılmasına mukabil bir başarı elde edemeyen devletler ile I. Dünya Savaşı’ndan arzu ettiği sonuçları elde edemeyen devletler taammüden revizyonizm ekseninde iş birliklerine yönelirken, dünyanın çeşitli bölgelerinde kurulu mevcut düzenin devamından yana olan devletler de statükonun korunması ekseninde iş birlikleri kurmuştur. Sonuç olarak ittifak kurma stratejilerinin aşırı yoğun bir şekilde gözlemlendiği bu istisnai dönemde Türkiye’nin ittifak stratejisine nasıl yaklaştığını anlamak, hem dönemin uluslararası siyasal ortamını anlamak hem de Türk dış politikasının temel ilkelerinin hangi şartlarda oluştuğunu anlamak açısından önem arz etmektedir.
