Fuâd Şükrü, “Saltanat-ı Milliye Temelleri” adlı eserini 1923’te TBMM.’ye sunmuştur. Bu eserinde milletin refahı, mutluluğu ve egemenliğini bazı şartlara bağlar. Bu şartları; bütün milleti okutmak, zenginleştirmek ve vatan müdafaasına hazırlamak başlıkları altında toplar. Bu şartlar gerçekleştirilirken de kanun gücünün etkin kılınması ve halka maddî bir külfet getirilmemesi gerektiğini dile getirir. Aynı zamanda uygulamayı kolaylaştırmak ve hatta uygulanabilirliği sağlayabilmek için dinî hükümlerden de istifade edilmesi ve mahallî özelliklerin de dikkate alınması gerektiğini iddia eder. Fuâd Şükrü bu doğrultuda bir eğitim, ekonomi, askerlik ve yönetim politikası belirler. Bu çalışmamızda Fuâd Şükrü’nün “Saltanat-ı Milliye Temelleri” adlı eserinden hareketle milletin saltanatı için öngördüğü şartlar ele alınacaktır

He expresses should be efficient the power of the law and should not be installed a financially burden to the public while performing these circumstances. At the same time, he argues should be benefit from religious rules and should be taken into account the local characteristics for to facilitate the application and even to ensure the applicability.
