GENERAL MOSELEY’İN AMERİKAN MANDASI VE ANADOLU’DA KURULMASI PLANLANAN ERMENİ DEVLETİ İLE İLGİLİ RAPORU

Paris Barış Konferansı görüşmeleri esnasında Osmanlı Devleti’nin bir devletçiğe dönüştürülmesi düşüncesi Mayıs ayı itibarıyla Konferans’ta daha fazla seslendirilmeye başlanmıştır. Anadolu’da kurulacak bir Ermeni Devleti’nin ve Türklere bırakılacak toprakların tamamının manda idaresini ABD’nin üstlenmesi isteniyordu. Kurulacak manda idaresi ya da idareleri için Wilson, savaş öncesi Osmanlı Coğrafyasına iki araştırma kurulu gönderdi. Bu kurullardan biri Anadolu’da kurulacak manda ve Ermeni Devleti ile ilgili olan Harbord Kurulu idi. Diğer bir kurul ise Moseley Raporu diye anılmakta olup Harbord Raporu’nu tamamlayıcı niteliktedir ve General Moseley tarafından manda idaresi kurulacak bölgelerdeki askeri durumu, kuvvet yapısını ve cephane mevcutlarını araştırmak amacıyla hazırlanmıştır.

GENERAL MOSELEY’S REPORT ON AMERICAN MANDATORY AND ON ARMENİA WHICH HAD BEEN PLANNED TO BE ESTABLISHED IN ANATOLIA

In Paris Peace Conference, an opinion about the transformation of Ottoman State into a small state had been mostly spoken out after May hearings. England and France were pushing Wilson to accept mandatory over Armenian State that would be considered to set up in Anatolia and whole Turkish lands. To arrange field surveys for mandatory or mandatories Wilson sent two missions to pre-war Ottoman geography. One of them was related to Armenian state and mandatory over Anatolia headed and prepared by Harbord. Another one called as Moseley Report was also a complimentary to Harbord Report and had focused on military situation, positions and war materials on the regions where mandatory would be established.
