Yaparak Öğrenme Etkinliği Olarak Okul Katılımcı Bütçeleme Uygulaması

Gerçek yaşam, yaparak öğrenmenin doğal bir alanıdır ve okullar, gerçek yaşamın bir minyatürüdür. Bu çalışma, okul katılımcı bütçe uygulamalarının, okul ihtiyaçlarını karşılamanın ötesinde, öğrenciler için bir yaparak öğrenme etkinliği olduğunu açıklamaktır. Bu amaçla, araştırma okul katılımcı bütçeleme uygulamasının, yaparak demokrasiyi öğretme ve bireysel ya da sosyal kazanımlar sağlama potansiyeline odaklanmıştır. Bu itibarla, çalışmanın amacı, demokrasi ya da yaparak öğrenme uygulamasını tartışmak değildir. Çalışma bulguları, Amerika Birleşik Devletleri (ABD) yerel ve Portekiz ulusal uygulamasının, düzenleme ve sonuçlarının incelenmesi ile elde edilmiştir. ABD’de katılımcı bütçe uygulamalarının çoğunluğu okullarda gerçekleştirilmiştir. Portekiz ise dünyada ilk kez ulusal düzeyde okul katılımcı bütçe uygulayan ülkedir. Bulgular, ABD’de yerel yönetimlerce, Portekiz’de ulusal düzeyde başlatılmış olsa da her iki uygulamanın, demokratik katılımın ilkelerini içerdiğini ve demokrasiyi öğrencilere uygulayarak öğretebilme potansiyeline sahip olduğunu göstermektedir. Dahası sonuçlar, bu girişimin, öğrencilere hem bireysel hem de sosyal açıdan gelişimsel fırsatlar sunan, uyarlanabilecek bir yaparak öğrenme etkinliği olduğunu göstermektedir.
