Akıllı Kent İdealine Ulaşmada Açık Verinin Rolü
Günümüzde hızlı nüfus artışına paralel olarak, özellikle kentlerde yaşayan insan nüfusu da
hızla artmaktadır. Dolayısıyla, kentlerin kaynaklarını daha verimli kullanabileceği, bilgi ve
iletişim teknolojilerinden etkin yararlanabileceği, çevre ve insan odaklı kent sistemlerine
giderek daha çok ihtiyaç duyulmaktadır. Akıllı kent kavramı, veriye dayalı çözüm önerilerini
ileri teknoloji ile hayata geçirebilen sistemler sunar. Günümüz bilgi çağında ve yoğun rekabet
ortamında önemli bir fırsat olan, akıllı kent idealine ulaşmada, çeşitli gereklilikler
bulunmaktadır. Bu gerekliliklerin başında açık veri gelmektedir. Açık veri, çok geniş bir
kapsamda erişilebilir, kişiler ve makinelerce kullanılabilir, teknolojik, yasal ve
kullanılabilirlik engellerinden arınmış olabilen kamu verisidir. Açık veri sayesinde kentler,
hizmetlerinde inovatif çözümler üretebilir, Ar-Ge faaliyetleri için tüm paydaşlarını devreye
sokarak katma değer yaratabilir ve veri odaklı çalışma stilleri geliştirebilirler. Bu sayede veri
odaklı bir kent yönetişim sistemi olan akıllı kent idealine ulaşmak için arzulanan veri
altyapısına ulaşılmış olunur. Bu çalışmada, açık verinin akıllı kent idealine ulaşmadaki rolü,
kentlere ilişkin mevcut açık veri portalları çerçevesinde incelenmiştir. Bu amaçla, akıllı kent
kavramı ve açık veri kavramı tanımlanmış ardından konu ile ilgili literatür taraması
yapılmıştır. Son olarak, mevcut açık veri portalları incelenmiş ve bu portalların kent yönetimi için büyük önem taşıdığı, ancak istatistiksel analiz yetenekleri bakımından eksik oldukları
gözlenmiştir.

The Role of Open Data in Reaching Smart City Ideal
Today, in parallel with rapid population growth, the population of people living in urban areas
is increasing rapidly. Therefore, there is a growing need for environmental and humanfocused
urban systems, where cities can use resources more efficiently and take advantage of
information and communication technologies more effectively. The concept of smart city
offers systems that can pass on solutions based on the data to advanced technology. There are
various requirements in reaching the ideal of smart city which is an important opportunity in
today's information age and intense competition environment. At the beginning of these
requirements is open data. Open data is public data that can be accessed in a wide range of
contexts, where people and machines can be used, and which are free from technological,
legal and usability hurdles. With open data, cities can produce innovative solutions for their
services, create value added by putting all stakeholders in place for R & D activities, and
develop data-focused work styles. In this regard, the data infrastructure required to reach the
smart city ideal, a city-governed system with a data focus, has been reached. In this paper, the
role of open data in reaching the ideal of smart city has been examined within the framework
of existing open data portals of cities. For this purpose, the concept of smart city and the
concept of open data were defined, followed by a literature search on the subject. Finally, the
existing open data ports have been examined and it has been observed that these portals are of
great importance for the city administration, but lacking in their statistical analysis
capabilities.
