Bu çalışmada, Birinci Dünya Savaşıöncesi Dahiliye Nezareti’nden bir müfettişin hazırladığırapor ele alınmıştır. Raporda Ermenilerin, bugün adıOrhangazi olan Pazarköy kazasıyla, civarındaki İnegöl, İznik, Gemlik, Yalova, Karamürsel ve İznik gibi yerleşim yerlerindeki siyasî amaçlıçalışmalarına, kültürel ve ekonomik durumlarına değinilmiş, hükümetçe alınmasıistenen tedbirler üzerinde durulmuştur. Diğer taraftan aynıkazada bulunan az miktardaki Müslüman nüfusun geri kalmışlığına da işaret edilerek, Türk memurlarının cehaleti ve Ermenilerin siyasî faaliyetleri karşısındaki ilgisiz tavırlarıele alınmıştır.

In this study, the report prepared by a superintendent of Ministry of İnternal Affairs before the First World War has been scrutinized. The report covers the political activities of Armenians in the district of Pazarköy currently renamed Orhangazi and its nearby regions such as İnegöl, İznik, Gemlik, Yalova and Karamürsel besides their culturel and economic situations. In addition, the provisions demanded by the goverment is embraced in the report. On the other hand, the report also painted and the underdevelopment of a few Muslim population of the region and the insufficent reciprocations of Turkısh official against the Armenian political activities stemming from their ignorance
