Temsil Krizi Tartışmalarına Bir Katkı: 22. Dönem TBMM'nde Yapılan Bir Alan Araştırmasının Sonuçları Işığında Türk Siyasal Yaşamında Demokratik Temsil İlkesinin Görünümü

Bu çalışma, demokrasinin temel öncüllerinden birisi olan temsil kavramı üzerine odaklanmıştır. Çalışmada önce temsil kavramının niteliğine ilişkin bazı teorik bilgiler verilmiştir. Ardından konu ile ilgili iki önemli kurum parlamento ve siyasi partilerin temsil açısından taşıdığı önem üzerinde durulmuştur. Çalışmanın ikinci kısmında ise bu teorik bilgiler çerçevesinde 22. Dönem TBMM’nde yapılan bir alan araştırmasının sonuçları sunulmuştur. Çalışmada özetle Türkiye’de eğer bir temsil krizi varsa, bu krizin seçim sisteminin siyasi partilerin parti içi örgütlenme süreci ve iç işleyişi ile de ilintili olduğu gösterilmiştir. Bu hipotez milletvekillerinin adaylık süreci, yeniden seçilme ve temsil ile ilgili verdikleri cevaplardan oluşan verilerle desteklenmiştir.

This study examines representation as an important prerequisite of democracy. Following a theoretical account of the concept, the notion of representation is explained as it relates to the parliament and political parties. The second part of the study is devoted to reporting survey data collected during the 22nd term of the Turkish Grand National Assembly (TGNA). The paper argues that, the so-called representation crisis is associated with the organizational structure and the inner working of parties as much as it relates to the electoral system. This hypothesis is supported by data concerning the candidacy, re-election and representation.
