Sosyal devlet, kavram olarak geniş kabul görmesine rağmen, sosyal devleti operasyonel hale getirecek politikalar sözkonusu olduğunda aynı kabullenme çoğu zaman ortaya çıkmamaktadır. Sosyal devlet eleştirisi üzerine yükselen “neo-liberal” politikaların, günümüzde birçok sosyal soruna neden olması, yeniden sosyal devlet tartışmalarını gündeme getirmiş gözüküyor. Bu süreçte, BM ve ILO gibi Uluslararası kurumlar sosyal sorunlar konusunda yeni yaklaşımlar geliştirmekte; neo-liberal küreselleşme karşısında alternatif küreselleşme yaklaşımları yaygın bir şekilde tartışılmaktadır. Ulusal ve uluslararası sendikal hareket, sosyal sorunlara dikkat çekmektedir. Sosyal hareketler, neo-liberal modelin karşısında, “başka bir dünya mümkün” söylemiyle, “sosyal dünya” için ilkeler ortaya koymakta, Dünya Bankası ve IMF gibi kurumlar nezdinde bile sosyal sonuçlar kaygıyla izlenmektedir. Küresel ölçekte yaşanan sorunların Türkiye’de de yansımaları bulunmaktadır. Türkiye’de Anayasada kendine yer bulan sosyal devletin, uygulamada birçok sorunla karşı karşıyar olduğu gözlenmektedir. Türkiye’de işsizlik, yoksulluk, gelir dağılımı, sosyal güvenlik, kadınların işgücüne katılımı, sendikal haklar ve sosyal diyalog gibi konular açısından bakıldığında, sosyal devlet adına birçok somut adımın atılması gerektiği, sosyal taraflara, sosyal politika süreçlerinde önemli roller düştüğü görülmektedir. Çalışmanın konusu bu çerçevede, “Neo-liberalizm: Sosyal Devlet Karşısında Bir Kurgulama”; “Sosyal Sorunlar, Yeniden Sosyal Devleti Düşündürüyor”; “Sosyal Forumlar: “Sosyal Dünya” İçin Sosyal Baskı Oluşumları”; “Sosyal Forumlar: Sosyal Dünya İçin Neo-Liberalizmin Sorgulanması”; “Türkiye Sosyal Modelini Arıyor” ve “Değerlendirme” başlıkları altında ele alınmıştır.

Although as a concept social state is widely accepted, the same acceptance is not emerged when the policies aiming at making the concept operational. It seems that many social problems arrived by rising neo-liberal policies which is based on the questioning the social state, has been bringing about the social state discussions to be set on the agenda again. In this process, the organizations like the UN and ILO have been developing new approaches against the social problems. National and international trade unions movement draws the attention to social problems. Social movements coming together across the world set the principles for a “social world” against the neo-liberal model by claiming “another world is possible”. Social problems have been observed even by the IMF and WB. There are reflections of the problems faced at global scale. It is observed thet social state enshreineden in the Constitution of Turkey encounters with several problems in practise. As far as the social state is analysied from the issues of unemployment, poverty, income distrubition, social security, woman workforce participation, trade unions and social dialogue in Turkey. It is seen that some concrete steps for the sake of social state should be taken, significant roles are to be played by social partners in social policies procesess. In this connection, the subject of this study is analysed under the sub-titles of “Neo-liberalism: Modelling Against the Social State”, “Social Problems Reminding the Social State Again”, “Social Forums: Formations of Pressures for “Social World”, “Social Forums: The Questioning the Neoliberalism for a Social World”, “Turkey searches its Social Model” and “an Evalution”.
