Bir örgüt biçimi olarak ulusal varlık fonları: Karşılaştırmalı bir analiz

Bu çalışmada farklı ülkelerde farklı biçimsel niteliklerde varlığını sürdüren örgütler olarak ulusal varlık fonlarının yapısal niteliklerinin karşılaştırmalı olarak incelenmesi amaçlanmaktadır. Dolayısı ile çalışmanın temel sorusu “farklı ülkelerde farklı örgütlenme biçimleri ile karşımıza çıkan ulusal varlık fonlarının, bu biçimsel farklılaşmalarının temelleri nelerdir?” biçiminde ortaya konulmuştur. Çalışma keşfedici nitelikte tasarlanmış olup nitel araştırma yöntemlerinden betimsel analiz metodu kullanılmıştır. Çalışmaya konu edilen fonlarla ilgili bilgilere, fonların resmi internet sitelerinden, yıllık faaliyet raporlarından ve Ulusal Varlık Fonları Uluslararası Forumu’nun, Ulusal Varlık Fonu Enstitüsü’nün ve Doğal Kaynak Yönetişim Enstitüsü’nün resmi internet sitelerinden ulaşılmıştır. Önceden ortaya konulmuş tematik çerçeve olarak, Uluslararası Para Fonu ve Santiago İlkelerinin yaygın olarak kullanılan 5’li, istikrar, tasarruf, emeklilik rezerv, rezerv yatırım ve kalkınma, sınıflandırmasından yararlanılmıştır. Elde edilen bulgulara göre tematik nitelikler ortaya konulurken Chen (2009) ve Monk’un (2015) tablolaştırmalarındaki unsurlar kullanılmıştır. Fon sahibi ülkeler için ayrıca yönetim biçimi, ana ihracat ürünü, nüfus medyan yaşı ve gelişmişlik düzeyi gibi tipik özellikler de incelemeye eklenerek tablolaştırılmıştır. Elde edilen bulgular, ulusal varlık fonlarının biçimsel farklılaşmalarının, teknik, ekonomik, politik ve kurumsal çevre ile örgüt ilişkileri çerçevesindeki temellerini göstermektedir. Bu bağlamda çalışmanın, hem örgüt çalışmalarına, hem de ulusal varlık fonları hakkındaki bilgi birikimine katkı yapması beklenmektedir.

Sovereign wealth funds as an organizational form: A comparative analysis

The study, it is aimed to examine the structural characteristics of the sovereign wealth funds comparatively. Therefore, the main question of the study is presented as “What are the foundations of this formal differentiation of the sovereign wealth funds, which appear with different organizational forms in different countries?” The study was designed as an exploratory, and descriptive analysis, one of the qualitative research methods, was used. Data about the funds subject to the study was obtained from the official websites of the funds, annual activity reports, and official websites of the International Forum of Sovereign Wealth Funds, the Sovereign Wealth Fund Institute, and the Natural Resource Governance Institute. As the prior thematic framework that has been put forward, the widely used quintet classification of the International Monetary Fund and the Santiago Principles, stability, savings, retirement reserve, reserve investment, and development, has been used. While revealing the thematic features, the elements in the tabulations of Chen (2009) and Monk (2015) were used. Typical features such as administrative style, main export product, population median age, and level of development for the fund-owning countries were also included in the analysis and tabulated. The findings show the bases of formal differentiation of sovereign wealth funds within the framework of technical, economic, political, and institutional environment and organization relations. In this regard, it is expected that the study will contribute to both organizational studies and knowledge on sovereign wealth funds.
