Author discusses how the idea of compulsory primary education which comprises all children within the cohort has been arisen. He explains the situation parallel to the foundation of the modern nation state. In the first section he analyses social structure in pre-industrial revolution Europe and refers to factors which had mobilized the social change. In the following sections he mentions the important figures and ideas which underlie universal primary education within the framework of the enlightenment. This discussion covers the period before the French Revolution.
