İl özel idareleri, belediye ve köylerin kişi ve karar organlarının seçimini kapsayan 29 Mart 2009 yerel seçimlerinin hemen öncesinde Prof. Dr. Hikmet Sami Türk ile yapılan bu söyleşide yerel seçimler hukuki ve siyasi açısından değerlendirilmiştir. Bu çerçevede, yerel seçim ile ilgili düzenlemelerin tarihsel süreçteki öyküsü ile düzenlemeler açısından gerekli olan değişikliklerin üzerinde durulmuştur. Yerel seçimler öncesinde gündeme oturan seçim çevresi değişiklikleri ve bu bağlamda yerel seçim sistemleri ile yerel ve genel seçim sistemi arasındaki benzerlikler ve farklılıklar üzerinde durulmuştur. Hukuki boyutunun yanında yerel ve genel seçimlerin sonuçları bakımından etkileşimi de değerlendirilmeye alınmış ve Türk siyasal hayatında son dönemde etkili olan kimlik siyaseti ve Sol siyaset açısından yerel seçimler tartışılmış, 29 Mart 2009 yerel seçimlerine dair Türk tarafından dile getirilen öngörülere yer verilmiştir.

Local elections can be defined as the elections of the executive heads and the decision bodies of municipalities, provincial local administrations, metropolitan municipalities and villages. Mayors and councils are determined by local elections. The legislation about local elections underwent two comprehensive changes in the last half century. These changes, of which first was in 1963, the second in 1984, and the 1982 Constitution, created the current local election system. However the recent arrangements were based on the local-central controversy discourse and favored local government. Some changes regarding local governments like the rearrangement of local election districts were in favor of the political party in power. Now is the right time for revaluation of the dogma that local government is the cradle of democracy. There are some similarities and differences between the general election system and the local election system. The results of local elections have some impacts on national elections. Sometimes as a result of local elections, citizens may start to question the legitimacy of political party in power. Identity today has become the central issue in Turkish politics. For this reason, the March 2009 elections should be evaluated in terms of the role of the identity discourses in Turkish political life. There are also some observations about Turkish left in this interview.
