Genel teori, küresel krizler ve yeniden maliye politikası

Bugün dünya 1929 Büyük Bunalımından sonraki en şiddetli krizin içinde bulunmaktadır. Küresel Krize karşı ilk ciddi tepki para politikası aracılığıyla olmuş; fakat istenen sonuç alınamamıştır. Bunun üzerine dikkatler maliye politikasına çevrilmiştir. Bu çalışma John Maynard Keynes’in 1936’da yayınlanan “İstihdam, Faiz ve Paranın Genel Teorisi” kitabına geri dönmekte ve doğrudan Keynes’in kriz olgusuna bakışını gözden geçirmektedir. Bu gözden geçirmenin temel nedeni, Keynes’in kapitalist tarihin yaşadığı en etkili kriz olan 1929 Büyük Bunalımı hakkındaki düşüncelerinin incelenmesinin, hem içinde bulunduğumuz krizi hem de bu krize çözüm olarak önerilen maliye politikası hakkındaki anlayışımızı geliştirmeye yardım edeceğinin düşünülmesidir.

General theory,global crises and fiscal policy again

The world today has been passing through probably most severe crisis, the Global Crisis, since the Great Depression in 1929. The first measures taken against the Global Crisis were of monetary character but they failed to achieve expected results. Therefore recently on the agenda is the fiscal policy that has been nearly forgotten for almost decades. This paper focuses on John Maynard Keynes’s book ‘The General Theory of Employment, Interest and Money’ published in 1936 and reconsiders his views on economic crisis phenomenon. The driving force of this paper is that the reconsideration of Keynes’s views in the General Theory on the Great Depression, most severe crisis that the capitalistic world had ever had, may supply the academic circles and policy makers both with a true understanding of the ongoing Global Crisis and with a positive evaluation of fiscal policy as an option against the Global Crisis.
