TÜRKİYE’DE OTOMATİK STABİLİZATÖRLERİN ETKİLİLİĞİ

Otomatik stabilizatörler, ekonominin bünyesinde mevcut, ekonomideki konjonktür hareketlerini hafifleten istikrar araçlarıdır. Bu çalışmanın amacı Türkiye’de otomatik stabilizatörlerin etkililiğini saptamaktır. Türkiye’de otomatik stabilizatörlerin etkililiği saptayabilmek amacıyla 2006:Q1-2018:Q4 döneminde Hatemi-J (2012) asimetrik nedensellik testi kullanılmıştır. Elde edilen bulgulara göre, ekonomik büyüme ile işsizlik sigortası fonu ödemeleri, devlet mal ve hizmet alım giderleri ve özel tüketim vergisi arasında nedensellik ilişkisi tespit edilmiştir.

EFFECTIVENESS OF AUTOMATIC STABILIZERS IN TURKEY

Automatic stabilizers are the stabilization tools existing within the economy, which alleviate the cyclical fluctuations in the economy. The aim of this study is to determine the effectiveness of automatic stabilizers in Turkey. In order to determine the effectiveness of automatic stabilizers in Turkey, the Hatemi-J (2012) asymmetric causality test is used for the period 2006:Q1-2018:Q4. According to the findings, causality relationship between economic growth and unemployment insurance fund compensation, government purchases of goods and services, special consumption tax are determined.
