Bir Teknolojik Yenilik Olarak İnternetin Tarihi: Ulusal Yenilik Sistemi, Kamu Politikaları ve Standartlar

Dünyanın en büyük bilgisayar ağı olan internet, matematik ve iletişimden organizasyon ve iş modellerine dek pek çok alanda gerçekleştirilen kat ve yenilikler sonucunda ortaya çıkmıştır. Tüm dünyaya, ABD'nin damgasını taşıyan bir teknolojik yenilik olarak yayılmıştır. Günümüzde İnternet kullanıcılarının yüzde 881 i dünya nüfusunun sadece yüzde 15'inin yaşadığı sanayileşmiş ülkelerdedir. Bu makale, gelişmiş ülkelerde internetin hızla yayılmasının nedenlerine odaklanmıştır. Bu nedenler tartışılırken, farklılaşan ulusal ve tarihsel çerçevelerde teknolojik yenilikler, "ulusal yenilik sistemi" ve bunlar ile internetin yayılması arasındaki ilişki üzerinde durulacaktır.

History of the Internet as a Technological Innovation: National Innovation System, Public Policies and Standards

The internet, which is the world's largest computer network, was created through a series of inventions and innovations in fields ranging from computing and communications to organization and business. lts development occurred largely within the US. The US has been an early adopter of this technology. Now, the 88 % of internet users are in developed countries which include only 15 % of world population. This paper addresses the question of what has driven the widespread diffusion of the İnternet in developed countries. It deals with the technological innovations, "national innovation system" and the relations between those and diffusion of the internet, taking account of different national and historical contexts
