Değişen ve Dönüşen Dünyada Politika Transferi ve İdari Reform: Türkiye ve Yeni Zelanda Karşılaştırması1

Dünya hızlı bir dönüşüm ve değişim sürecinin etkisi altındadır. İnsanoğlu yaşadığı evrende daima daha iyiyi elde etmeyi hedeflediği sürece söz konusu uğraşlar devam edecektir. Karşılaştıkları problemleri çözmek, eksiklikleri gidermek ve gelişmelere ayak uydurmak isteyen yönetimler de sistemlerini iyileştirmek ve geliştirmek için reform çalışmalarına ihtiyaç duymaktadırlar. Teknoloji ve iletişim alanında yaşanan hızlı gelişmeler siyasal, yönetsel, sosyal ve ekonomik gelişmelere sınırlarını aşan bir nitelik kazandırmıştır. Bu gelişmeler yaşadıkları yönetsel ve ekonomik problemleri çözme bakımından gelişmekte olan ülke yönetimlerinin şeffaflık, hesap verebilirlik ve yönetsel katılım gibi önemli kavramları bünyesinde barındıran iyi yönetişim ilkeleri doğrultusunda sistemlerinde ve işleyişlerinde temel değişimlere yönelmelerinde zorlayıcı bir etken olmuştur. Bir yöntem olarak yönetim sistemlerini modernleştirmek ve yeniden yapılandırmak isteyen devletler, diğer devletlerin tecrübesini ve yeteneklerini yol gösterici bir pusula olarak kullanmaktadırlar. Bu durum bir taraftan sorunların çözümünde izlenen yolun kısalmasına diğer taraftan da reform çalışmalarının birbirine benzerlik göstermesine sebep olmaktadır.1980'li yıllardan itibaren hızla ivme kazanan gelişmeler ''yönetim'' anlayışını derinden etkilemiş ve ciddi değişimleri beraberinde getirmiştir. Yaşanan bu değişimlerde küreselleşme, teknolojik gelişme, devletlerarasındaki karşılıklı ilişkilerin derinleşmesi, demokratikleşme akımları, karar alma süreçlerinde katılımcılık ve sivil toplum bilincinin gelişmesi gibi etkenler rol oynamaktadır. 1980'lerden günümüze Türkiye ile Yeni Zelanda'yı karşılaştıkları sorunları çözmek ve yönetsel sistemlerini geliştirmek için yürüttükleri idari reformları politika transferi bağlamında karşılaştırmalı bir biçimde ele alan bu çalışma, Yeni Zelanda'nın bu süreci kararlı, zamanında ve başarılı bir şekilde yönettiğini, Türkiye'nin ise çeşitli sebeplerle gecikmeli ve tereddütlü bir şekilde dâhil olduğu süreci yönetmeye çalıştığını ortaya koymaktadır

Administrative Reform And Policy Transfer In The Changing And Evolving World: Comparison Of Between Turkey And New Zealand

The world is under the influence of a rapid transformation and change process. These efforts are going to continue as long as human always hope to aims excellence in the universe. The governments which want to solve problems they face, overcome the deficiencies and keep pace with developments, are in need reform efforts in order to enhance and improve their systems. There has been a compelling factor;political, administrative, social and economic developments of global gain a qualification with the effect of rapid developments in the field of technology and communication, furthermore, good governance principles which integrated on the axis of important notions such as transparency in administration, accountability, managerial participation, caused fundamental changes for the systems and functioning of developing countries. States that want to modernize and restructure their management systems as a method, have used as a guiding compass experience and skills of other states. This situation cause both the shortening of the path to be tracked in the solution of problems and showing similarity reform efforts to each other.The developments which have accelerated rapidly since the 1980s, have affected sense of management and have brought serious changes. In this changes, some factors play a role such as globalization, technological developments, deepening of bilateral relations between the states, diversification of the needs and expectations of communities, democratization movements, participation in the decision making process, the development of civil society awareness etc... This study which depicts from the 1980s to the present day, Turkey and New Zealand's ongoing administrative reforms in order to solve problems they face and develop their managerial systems in the context of policy transfer as a comparative format, also it reveals that while New Zealand conduct this process in a way decisive, successful and timely, Turkey manage this process that is involved with delayed and hesitant style
