Küresel kriz sürecinde artan korumacı önlemlerin gelişmekte olan ülkelere yansımaları

Dünya ekonomisi, altmış yılı aşkın bir süredir, ticaretin kolaylaştırılması ve serbestleştirilmesine yönelikçabaları sürdürmektedir. 1948 yılında imzalanan Gümrük Tarifeleri ve Ticaret Genel Anlaşması’ndanbugüne, uluslararası ticaretin serbestleştirilmesine yönelik çabalarda öncü rolü üstlenmiş olan gelişmişülkeler bugün, küresel rekabet baskısına bağlı olarak, ithalatın ve dış rekabetin kontrolüne yönelik enyaratıcı politikaları ve koruma engellerini uygulayan ülkeler konumundadır. Gelişmiş ülkelerin bututumu, oluşturulmalarına kendilerinin öncülük ettiği serbest ve adil ticaret ilkelerine de zararvermektedir.Gelişmiş ülkelerin küresel ekonomide bir yandan serbestleşmeyi ve rekabeti özendirme çabalarının biryandan da ithalat ve dış rekabetin kontrolüne yönelik politikalarının oluşturduğu çelişkili durum,gelişmekte olan ülkelerin küresel ekonominin temel ilkelerine olan inançlarını da sarsmaktadır. Üstelikgünümüzde küresel alanda yaşanan keskin rekabet ve kriz ortamında, gelişmiş ülkelerin söz konusuuygulamalarına hız kazandırmaları, uluslararası ticaretin geleceğini tehlikeye atmaktadır.

İncreasing protectionist measures during global crisis and its reflections in developing countries

Over the past sixty years, the world economy has continued the efforts for simplifying and liberalizationof trade. Since the General Agreement on Tariffs and Trade, signed in 1987, the developed countrieswhich have assumed the leading role in efforts for the liberalization of the international trading, todaydepending on the global competition, are the countries applying the most creative policies and protectionbarriers for the control of imports and foreign competition. This attitude of developed countries for thefree and fair trading principles which were created by them has also given damage to their own positions.The contradictory situation of developed countries which was created with the efforts to encourage forliberalization and competition in global economy and the policies for the control of imports and foreigncompetition has discredited the beliefs of developing countries’ in fundamental principles of the globaleconomy. Moreover, the sharp competition and crisis in the global environment, the developed countries’speeding the mentioned issues are jeopardizing the future of the international trade.
