DİJİTAL TEK PAZAR STRATEJİSİNİN HUKUKİ BAĞLAMINDA KİŞİSEL VERİ GÜVENLİĞİNİN SAĞLANMASI

Bilgi ve İletişim Teknolojilerindeki hızlı gelişime paralel olarak ortaya çıkan dijital ekonomi kavramı devletlerin, toplumların, insanların önüne çok yeni ve sınırları olmayan bir dünyanın kapılarını aralamıştır. Dijital dünyanın sınırsız doğası göz önünde bulundurulduğunda dijital dönüşümle birlikte değişmeye başlayan ekonomi modelleri kısa sürede önemli bir dönüşümü tetiklemiştir. Bu bakımdan Dijital Tek Pazar Stratejisi, Avrupa Birliği için ekonomik bütünleşmeye katkı sağlayacak, uluslararası rekabette AB’nin gücünü arttıracak en önemli hedeflerden bir tanesidir. Dijital Tek Pazarın doğru bir şekilde işlemesi için veri güvenliğinin sağlanması çok önemlidir. Bu çerçevede Genel Veri Koruma Tüzüğü (GDPR) kabul edilmiştir. Çalışmada veri güvenliğinin sağlanması için atılan adımlar ve GDPR’ın getirdiği yenilikler incelenmiştir.

ENSURING PERSONAL DATA SECURITY IN THE LEGAL CONTEXTOF DIGITAL SINGLE MARKET STRATE

The concept of digital economy which emerged in parallel with the rapid development in information and communication technologies, has paved the way to a new and borderless world for states, societies and people. Considering the limitless structure of the digital World, economic models which started to change with the digital transformation has triggered an important transformation in a short while. Digital Single Market Strategy, in this respect, is one of the most important goal that shall contribute to economic integration process. On the other hand it is expected to increase EU’s position in the international economic competition. It is very important to ensure data security for the proper functioning of the Digital Single Market thus General Data Protection Regulation(GDPR) has been adopted. In this paper, the steps taken to ensure data security and the new obligations which are imposed by the GDPR has been examined in details.
