SULTAN II. ABDÜLHAMİD’E SUNULAN BİR LAYİHA: 1880 TARİHLİ BEYRUT LAYİHASI

Sultan II. Abdülhamid’in devlet yönetiminde sıklıkla başvurduğu araçlardan bir tanesi çeşitli sorun veya konularda layiha veya raporlar hazırlatmasıdır. Sultan II. Abdülhamid saltanatının dördüncü yılında memleketin mevcut durumunu öğrenmek, sorunları tespit etmek ve çözüm üretebilmek içinde raporlar hazırlanmasını emretmiştir. Bu emir doğrultusunda Dâhiliye Nezareti taşradaki idarecilere şifreli bir telgrafla durumu iletmiştir. Gönderilen telgrafta vilayet, sancak ve kazalardaki cinayet tür ve sayıları, nüfusun miktarı ile yıllara göre doğum ve ölüm oranları, ölümlerin hangi hastalıklardan olduğu, halkın talep ve önerileri, askere alma, konsolosların faaliyetlerinin neler olduğuna dair raporlar hazırlanarak yirmi gün süre içerisinde gönderilmesi istenmişti. Hazırlanan raporlar doğrultusunda taşranın eksiklikleri giderilecek, mevcut sorunlar çözüme kavuşacaktı. Bu doğrultuda Beyrut ile ilgili 21 Eylül 1880’de bir rapor hazırlanmış ve devlet merkezine gönderilmiştir. Bu çalışmada, 1880’de Beyrut ile ilgili hazırlanan rapora göre şehirde meydana gelen cinayetlerin tür ve sayıları, askeriye ve memleketin durumu ile ihtiyacı, nüfus miktarı ile doğum ve ölüm oranları, askere alma, şehir halkının hastalık tür ve sayıları, ahali içerisinde kadem ve hissiyyetli olanlarla, servet ve emlakça zengin olanlar ile konsolosların durumu hakkında verilen bilgilerin neler olduğu incelenerek değerlendirmeler yapılmıştır. Yine raporda merkeze iletilen sorun ve taleplerin yanıt bulup bulmadığı araştırılmıştır.

A Report Presented to Sultan II.Abdülhamid: Beyrut Report Dated 1880

Sultan II. Abdülhamid often prepared reports on various issues or problems in the state administration. In the fourth year of Sultan II. Abdülhamid’s reign, he ordered to prepare the reports in order to learn the current situation of the country, to identify the problems and to find solutions. According to the direction of this order, the Ministry of the Interior had conveyed the situation to administrators in the province with an encrypted telegram. It was requested to arranged the reports about the type and number of murders in provinces and jurisdictions, the number of births and deaths according to the amount of the population through the years, the diseases of deaths, the demands and proposals of the people, the conscription of soldiers and the activities of the consuls and this reports must be sent within 20 days. In the direction of the prepared reports, it was planned to meet the existing problems to solve the shortcomings. In this direction, a report about Beirut was arranged on 21 September 1880 and sent to the state center. In this study, according to the report prepared in 1880 about Beirut, the type and number of the murders that took place in the city, the situation of the military and the country and the need, population and birth and mortality rates, military recruitment, disease type and number of the city people, those who are rich and wealthy in real estate, and the information about the situation of the consulates are examined and evaluated. Besides it was researched whether the central government met the demands and requests.
