Yeşil ekonominin dinamikleri: Yeşil işler ve beceriler

Yeşil ekonomi, ekonominin yenilenebilir enerji, araştırma-geliştirme, yapım-inşaat, ulaştirma, sanayi, tarım ve ormancılık gibi kilit sektörlerinde hayata geçirilebilmektedir. Düşük karbonlu ve sürdürülebilir ekonomilerde çevre kalitesini iyileştirmeyi ve eko-sisteme gelebilecek zararlardan korunmayı sağlayan güneş panellerinin kurulumu, bio-yakit ve hibrid araç üretimi, organik tarım, yalıtım, dev rüzgâr tribünleri inşası gibi işler de yeşil işler olarak adlandırılmaktadır. Dünya genelinde son yıllarda kabaca ortalama 2.3 milyon kişinin yeşil işlerde istihdam edildiği tahmin edilmektedir. Ancak hızla gelişen yeşil istihdam alanları düşünüldüğünde bu rakamın mevcut durumu yansıtmak açısından oldukça geride olduğu söylenebilir. Yeşil iş yaratma sürecinin önümüzdeki yıllarda hem gelişmiş ülkelerde hem de bazı gelişmekte olan ülkelerde giderek hızlanmasi beklenmektedir. Düşük karbonlu ve sürdürülebilir ekonomiye küresel anlamda bir geçiş, ekonominin birçok sektöründe çok sayıda yeşil işler oluşturabilir ve aslında ekonomik kalkınma için bir motor haline gelebilir. Yeşil işler bir dizi beceri, eğitim ve mesleki deneyimi gerektirmektedir. Yeşil istihdam potansiyelinin Türkiye’de oldukça yüksek olduğu gerçeğinden hareketle, yakın bir gelecekte mavi yakalılar yerlerini yeşil yakalı çalışanlara bırakacaklardır. Geleceğin işlerinde çalışabilmek için iyi eğitimli ve beceri kazandırılmış işgücüne hazırlıklı olunması Türkiye’nin işsizlik sorununa da çözüm getirebilecektir. Bu çalışmada yeşil ekonomi tanımından hareketle yeşil yakalı işler karakterize edilmekte, yeşil işlerin istihdam üzerinde yaratması beklenen potansiyel etkiler tartışılmakta ve yeşil işlerin gerektirdiği becerilere sahip olabilmek için mesleki eğitimin önemi vurgulanmaktadir.

The dynamics of green economy: Green jobs and skills

Green economy can be implemented the key sectors in economy such as renewab le energy, research and development, construction-building, transport, industry, agriculture and forestry. In low-carbon and sustainable economies, jobs such as installation of solar panels, the production in bio-fuel and hybrid vehicles, organic agriculture, insulation, the construction of giant wind turbines, which are aim to improve the quality of the environment and eco-system and to provide protection from damages, are called green jobs. It is estimated that average of roughly 2.3 million people have been employed in green jobs around the world in recent years. However, it can be said that this figure underestimates the current situation considering the rapidly evolving fields of green employment. The pace of green job creation is likely to accelerate both in developed and some developing countries in the years ahead. A global transition to a low-carbon and sustainable economy can create large numbers of green jobs across many sectors of the economy, and indeed can become an engine of development. Green jobs are required in a range of skills, education and professional experience. Basis of the fact that Turkey is a very high potential for green jobs, in the near future, blue-collar workers may be transformed into green-collar workers. In order to work on the job of future, it must be prepared to well-educated and skilled workforce may also bring a solution to the unemployment problem in Turkey. In this study, through definition of the green economy, green collar jobs has been characterized, the potential impacts of green jobs on employment are discussed and in order to have the skills required for green jobs, it is emphasized the importance of vocational education.
