Ulusal varlık fonlarının regülasyonuna yönelik çabalar: Santiago prensipleri

Ulusal varlık fonları, artan varlıkları ile birlikte küresel finansal sistem içerisinde etkin olmaya başlamış ve bu fonların şeffaflığı, hesap verebilirliği, risk-getiri hedefleri ile birlikte siyasi hedeflere sahip olduklarına ilişkin eleştiriler ortaya çıkmıştır. Uluslararası Para Fonu ile başlıca ulusal varlık fonları, bu fonların şeffaflığını ve hesap verebilirliğini artırmak, fonların yatırımlarının siyasi motif yerine ekonomik ve finansal esaslar doğrultusunda yapılmasını sağlamak üzere Santiago Prensipleri olarak adlandırılan bir çerçeve oluşturmuşlardır. Bu çalışma ulusal varlık fonlarının gelişimlerini ve bu fonlara yönelik başlıca eleştirileri ortaya koymakta, ulusal varlık fonlarının uluslararası boyutta regülasyonuna yönelik Santiago prensiplerini incelemektedir.

Efforts for regulation of sovereign wealth funds: Santiago principles

Sovereign wealth funds have begun to be effective in the global financial system together with their increasing assets and the criticisms surfaced about their having political objectives together with the transparency, accountability and riskreturn goals of these funds. International Monetary Fund and major sovereign wealth funds established a framework called Santiago Principles in order to increase transparency and accountability of these funds and to ensure the investments of the funds in line with economic and financial considerations instead of political motive. This study explains the development of sovereign wealth funds and main criticisms against these funds and examines Santiago Principles aimed at regulating sovereign wealth funds globally.
