Türkiye'de küresel finansal kriz sonrası mali konsolidasyon

Başta ABD olmak üzere çok sayıda Batılı ülke, küresel finansal krizle beraber talep daralması ve yüksek mali açıklarla karşı karşıya kalmıştır. Bu bağlamda, yürürlüğe konmaya çalışılan mali konsolidasyon önlemleriyle, mali disiplin yeniden sağlanmaya ve ülke ekonomileri tekrardan canlandırılmaya çalışılmıştır. Mali konsolidasyon planları özellikle krizlerden sonra kamu maliyesinin sürdürülebilirliğini sağlamak adına oldukça önem arz etmektedir. Bu çalışmada öncelikle, Türkiye’de küresel finansal kriz öncesi uygulamaya konulan mali konsolidasyon programlarına kısaca yer verilmiştir. Daha sonra ise küresel finansal kriz sonrası mali konsolidasyon çabaları ve bunların yarattığı etkiler incelenmiştir. Çalışma sonuçlarına göre; Türkiye’de mali konsolidasyon uygulamalarının önemli derece- de başarıya ulaştığı görülmüştür.

Fiscal consolidationin Turkey after global financial crisis

Global financial crisis bring about shrinking demand and high fiscal deficit in many Western countries, especially USA. Hence, governments tried to put into force fiscal consolidation measures in order to ensure fiscal discipline and economic growth again. Fiscal consolidation plans is quite important for the sustainability of public finance especially after economic crises. In this study, we deal with pre-global financial crisis fiscal consolidation programs in Turkey at first. Then, the fiscal consolidation efforts after global financial crises and their effects are analyzed. According to results, implementation of fiscal consolidation plans have been significantly succeed in Turkey.
