Bütçelemede yeni bir yaklaşım:Katılımcı bütçeleme

Katılımcı Bütçeleme, çoğunlukla yerel yönetimlerin harcama önceliklerinin halkın katılımı ve tercihleri doğrultusunda belirlendiği ve bütçelendirildiği bir süreci tarif etmektedir. 1989 yılında Brezilya’nın Porto Alegre kentinde temelleri atılan bu yaklaşım, bugün birçok ülkede kendisine uygulama alanı bulmuştur. Toplumsal katılımcılık ve demokrasi kültürüne dayanan bu yaklaşım, Türkiye’de Yerel Yönetim Reformuna Destek Projesi kapsamında 2007 yılından itibaren çeşitli yerel yönetimlerde de sürdürülmektedir.

A new approach to budgeting: Participatory budgeting

Participatory budgeting usually describes a process where expenditure priorities of local governments are determined and budgeted in line with public participation and preferences. This approach, foundations of which are specified in Porto Alegre, Brazil in 1989, is applied in many countries today. Based on community participation and democracy culture, this approach is maintained in a number of local governments in Turkey since 2007 as a part of Support to Local Government Reform Project.
