Avrupa Birliği'nin Enerji Arz Güvenliği İçin Dış Enerji Politikası Arayışları

Bu çalışmada, enerji arz güvenliğinin Avrupa Birliği açısından önemi ortaya konmuş ve enerji arz güvenliğinin sağlanması için yürütülen dış enerji politikası girişimlerinin yeterliliği sorgulanmıştır. Avrupa Birliği'nin, enerji arz güvenliğini sağlamaya yönelik geliştirdiği Pan-Avrupa Enerji Bölgesi Girişimi ayrıntılı olarak incelenmiş, kapsamındaki ülkelere sunduğu potansiyel aday üyelik ve imtiyazlı ortak üyelik perspektifleri değerlendirilmiştir. Çalışmanın ilk bölümünde, enerji arz güvenliğinin tanımı yapılmış ve ekonomik önemi açıklanmıştır. İkinci bölümde, Avrupa Birliği'nin birincil enerji üretimi ile talebi incelenmiş ve birincil enerjide dışa bağımlılık oranları ortaya konmuştur. Son bölümde ise Avrupa Birliği'nin enerji arz güvenliğini sağlamak üzere, Orta ve Doğu Avrupa genişlemesi öncesinde ve sonrasında başlattığı dış enerji politikası girişimleri incelemiş ve Pan-Avrupa Enerji Bölgesi Girişimi kapsamındaki ülkelerin, sahip oldukları farklı Avrupa Birliği perspektiflerinin geleceği sorgulanmıştır.

External Energy Policy Initiatives of the European Union for Energy Supply Security

In this study, the importance of the energy supply security for the European Union was determined and the sufficiency of the external energy policy initiatives which have been attained for the energy supply security was queried. The Pan-European Energy Space Initiative which has been developed by the European Union for energy supply security was deliberately examined, the potential candidate status and privileged partnership status which have been foreseen by that Initiative were evaluated. In the first part of the study, the definition of the energy supply security was given and its economic importance was clarified. In the second part, primary energy production and demand of the European Union were examined and import dependency ratios in primary energy were elaborated. In the last part, the external energy policy initiatives of the European Union which have been pursued before and after the Central and Eastern European enlargement were elaborated and the future of the different European Union perspectives which the countries within the Pan-European Energy Space Initiative have were questioned.
