HAYIRSEVERLİK ÇAĞI’NDA REFAH DEVLETİ KURAMLARI’NA BAKIŞ
21, nci yüzyılın ilk çeyreğinde bulunduğumuz günümüzde, Refah Devleti deneyimi ve ona bağlı sosyal politika uygulamaları çok sıklıkla anılır oldu. Refah Devleti, kimi değerlendirmelere göre bir mali istikrarsızlık nedeni olarak görülmekte, kimilerine göre ise toplumsal refah açısından özlenen uzak geçmişe ait bir kurumsallaşma olarak değerlendirilmektedir. Sosyal ihtiyaçlar ve riskler var olduğu sürece, insanların hem bu ihtiyaçlarını karşılayacak, hem de onları olası risklere karşı koruyacak bir politikalar bütünü arayışının devam edeceği açıktır. Bu noktada bugün Refah Devleti'nin neden gerilediği, nasıl bir evrim geçirdiğine dair değerlendirmelerin daha sağlıklı yürüyebilmesi için, bu deneyimi ortaya çıkaran nedenleri görmek önemlidir. Bu doğrultuda öne çıkan açıklamalar; sanayileşme temelli, sınıf temelli ve devlet merkezli / kurumsalcı olmak üzere üç ayrı yaklaşıma işaret etmektedir
An Overview to Welfare State Theories in The Charity Age
Welfare State experiment and allied social policy implementations are frequently mentioned in 21st Century’s first quarter. According to some assessments, Welfare State is seen as the cause of fiscal instability. Conversely, it is also seen as a missed institutionalization in terms of social welfare concerning to the distant past. As long as social needs and risks exist, it is obvious that the search for wide-reaching policies which save people from potential risks and meet their needs will prevail. In this context, for a better understanding of Welfare State’s retreat and evolvement, it is important to see how Welfare State has been emerged. Thus, we can read this issue in three different approaches; industrialization-based, class-based and state-based (institutionalist)
