Maliyet Hastalığı Hipotezi: Türkiye'de Kamu ve Özel Sektör Ücretleri Üzerine Bir Uygulama

Türkiye’de eğer kamu sektöründe çalışanların (memur ve işçilerin) reel ücretleri ile özel sektör çalışanların (işçilerin) reel ücretleri arasında bir ilişki mevcut ise, Baumol ve Bowen (1966) çalışmasında ortaya koyduğu “maliyet hastalığı” hipotezinin kısmen de olsa Türk kamu sektörü için önemli olabileceği sonucuna varılabilir. Bu çalışmada kamu sektörü hizmet üretiminde önemli bir maliyet unsuru olan ücretlerin özel sektör ücretleri ile ilişkisi Türkiye bağlamında 1963-2006 dönemi için araştırılmış ve böyle bir ilişkinin var olduğu ekonometrik yöntemler kullanılarak gösterilmiştir.

An Application of the Cost Disease Hypothesis on Public and Private Sector Wages in Turkey

If there exist meaningful link between wages for public sector employees (officers and public workers) and private sector where the former tend to demonstrate lower productivity increase than the latter, the “cost disease” hypothesis brought to literature by Baumol-Bowen (1966) study might be at least partially acceptable for Turkish public sector. The objective of this study is by using econometric techniques to investigate the existence of such links between private and public sector wages using Turkish yearly data for 1963-2006 period. According to the results of statistical methods used in this study, there exist statistically significant effects of private sector wages over public sector wages.
