ORTADOĞU ÜLKELERİNİN KAMU YÖNETİMLERİNDE BİLGİ ERİŞİMİNİN HUKUKSAL ALTYAPISI ÜZERİNE BİR İNCELEME: YASAL DÜZENLEMEYE GİTMEYEN ÜLKELER

İçinde bulunduğumuz 21. Yüzyılda, Ortadoğu ülkelerinde bilgi erişiminin hukuksal altyapısına duyulan ihtiyaç; şeffaf yönetim anlayışının gelişimi için gittikçe önemi artan bir konuhalini almıştır. Bu araştırmanın amacı, Ortadoğu ülkeleri gibi çoğunluğu gelişmekte olan ülkelerde bilgiye erişim özgürlüklerine ilişkin duyulan ihtiyacın kritik önemini ortaya çıkarmak; özellikle ilişkin yazındaki temel kavramların geçerliliğini ülkeler bazında tartışmaktadır. Bu sebeple öncelikle; küresel düzlemde bilgiye erişim ve ifade özgürlüklerinin ülke yönetimi için hassasiyeti üzerine genel bir değerlendirme yapılmıştır. Akabinde, Ortadoğu coğrafyası ülkeleri içerisinde"bilgi erişiminin hukuksal altyapısını kazandırma üzerine" halen herhangi bir yasal düzenlemeye gitmeyen 14 ülkeye ait mevcut yolsuzluk algısı profili ortaya çıkartılmak istenmiştir.

A REVIEW ON THE LEGAL FRAMEWORK OF INFORMATION ACCESS IN MIDDLE EAST: THE CASE OF COUNTRIES WHICH ARE DEPRIVED WITHOUT LEGISLATIVE REGULATION

In the 21st century, the legal framework for information access and the need upon this have gained higher importance on behalf of the development about transparent state administration. The aim of this study is to reveal the critical importance of the need on the freedom of information across the Middle Eastern countries, most of which are the developing countries. In this respect the validity of related concept on this topic will be discussed in terms of their adaptability. Hence, the apprehensiveness on information access and freedom of expression for public administration is discussed in a general evaluation framework. Following this, the profiles of 14 countries in Middle Eastern geography, which are still deprived without a legal framework for the information access, will be analyzed in order to gain a comparative outlook for corruption perception levels.
