Bu makalede, Post- Sovyet dönüşüm yazınında adem-i merkeziyetçiliğe dair yapılmış çalışmalarda eksik kalan ve merkez - yerel ilişkisinde gerilim yaratan iki dinamik, Neo -Gramşici yaklaşımın kavramsallaştırmasının yardımı ile Özbekistandaki mahalle politikaları üzerinden incelenmiştir: (a) ulusal devletin, neo -liberalizmin yapısal hegemonyasına uyum sağlamak için gerçekleştirmeye çalıştığı adem- i merkeziyetçi politikalarla dönüşüm sürecinin özgün koşullarından dolayı ulus devlet inşası ve özel sektörü yaratma- merkeziyetçi eğilimlerinin ar tmasının yarattığı gerilim; ve (b) yerel sosyal ilişkilerin bir fo rmu olarak yerel devletlerin (mahalle yönetimleri) yerel hege- monya ile beraber rejimin hegemonyasına uyum sağlama no ktasında yaşadığı gerilim.
