SSCB dış ticaret rejiminden Rusya Federasyonu dış ticaret rejimine geçiş, dış ticaret rejiminin yapılandırılması, 1992-1996

Sovyet dış ticaret rejiminin anlaşılması, Rusya Federasyonu dış ticaret rejimine geçişin ve RF dış ticaret rejiminin inşasının anlaşılması için bir zorunluluktur. Sovyet dış ticaret düzeni devlet eliyle kuruldu ve işletildi. Dış ticarette devlet tekeli Sovyetler Birliği kurulmadan önce başladı. Yeni İktisâdi Politika (YEP) yıllarında bile, özel teşebbüs dış ticaretin dışında tutuldu. Batı ülkeleriyle karşılaştırıldığında SSCB’de dış ticaretin GSYİH’ya oranının oldukça düşük seviyede seyrettiği görülür. SSCB, dış ticaretin iç iktisâdi yapıya tesirini ortadan kaldıracak önlemleri aldığı için, bu tesir oldukça sınırlı kaldı. Bu makalede, Sovyet dış ticaret rejimi, Mihail Sergiyeviç Gorbaçov döneminde Sovyet dış ticaret rejiminin çözülmesi, Boris Nikoloviç Yeltsin döneminin ilk yıllarında yeni bir dış ticaret düzeninin kurulması ele alınmakta, Yeltsin döneminde dış ticaretin hızlıca devlet kısıtlamalarından kurtarılarak serbest ticarete dönüştürülmesi seyri açıklığa kavuşturulmaktadır.

Transition from foreign trade regime of USSR to foreign trade regime of Russian Federation, construction of RF foreign trade regime, 1992-1996

Understanding of Soviet Foreign Trade regime is compulsory for understanding of transition to Russian Federation Foreign Trade Regime. Soviet foreign trade regime was formed and conducted by state hand. The state monopoly in foreign trade is older than the Soviet Union. Even in the NEP period, private enterprise was firmly kept out in foreign trade. The proportion of foreign trade in GDP was low throughout Soviet era compared to the West. Some measures were taken to limit the influence of foreign trade to domestic economic structure. Consequently, the influence of foreign trade was very limited. Soviet foreign trade regime and how the foreign trade regime with Mikhail Sergeyevich Gorbachev pulled out, how new foreign trade regime constructed in the beginning years of Boris Nikolayevich Yeltsin was examined in the article. Restrictions and the elimination of restrictions of foreign trade in domestic level, briefly the elimination of foreign trade monopoly; moreover commercial opening to the external world is the main topic of the article. Between 1992 and 1996 foreign trade was transformed quickly from state control to free trade.
