İŞGAL İSTANBUL’UNDA ANTİ-BOLŞEVİK BİR UKRAYİN ÖRGÜTÜ: UKRAYNA’NIN KURTULUŞU KOMİTESİ

Bu makale 1921’de İtilaf Devletleri’nin işgali altındaki İstanbul’da kurulan milliyetçi bir Ukrayna Komitesi’nin faaliyetlerini örgütün tüzüğü, programı ve beyannamesi çerçevesinde incelemektedir. Ukrayna’nın Kurtuluşu Komitesi adıyla bir grup Ukraynalı milliyetçi mülteci tarafından kurulan bu örgütün nihai hedefi Ukrayna Sovyet hükümetini yıkarak milli bir Ukrayna devleti kurmaktı. Bu hedefin gerçekleştirilmesi yolunda üslendiği misyon ise benzer hedeflerle faaliyet gösteren dağınık haldeki Ukrayna milli teşkilatlarını birleştirmekti. Komite’nin daha önce yine İstanbul’da kurulmuş olan Ukrayna’nın Kurtuluşu Birliği’nin devamı olduğuna ve aynı dönemde Avrupa’da faaliyet gösteren diğer milliyetçi Ukrain örgütleri ile organik bir bağının bulunduğuna ilişkin bir bilgi yoktur. Komite’nin faaliyet merkezi olarak İstanbul’u seçmesinde İtilaf Devletleri’nin temsilcilerinin desteğini almak gibi amacın rol oynadığı söylenebilir. Komite’nin Bolşevizm karşıtı söylemleri ve milliyetçi ideolojisiyle İstanbul’daki işgal güçlerinin desteğini aldığı anlaşılmaktadır. Komite, Avrupa kamuoyunun dikkatini Ukrayna davasına çekmeye yönelik bir propaganda politikası izlemiştir. Bu amaçla La Libre Ukraine adlı Fransızca bir dergi yayımlamış ve Milletler Cemiyeti’nden destek almaya yönelik girişimlerde bulunmuştur.

AN ANTI-BOLSHEVIK UKRAINIAN ORGANISATION IN OCCUPIED ISTANBUL: THE COMMITTEE OF SALVATION OF UKRAINE

This article examines the activities of a nationalist Ukrainian Committee established in Istanbul where was under the occupation of the Allies in 1921 within the framework of the organization's statue, program and declaration. The Committee founded by a group of Ukrainian nationalist refugees had the ultimate goal of overthrowing the Ukrainian Soviet government and establishing a national Ukrainian state. Its mission was to unite the scattered Ukrainian national organizations operating with similar goals. There is no information that the Committee was the continuation of the Union for the Liberation of Ukraine, which was also established in Istanbul, and that it had organic ties with other nationalist Ukrainian organizations operating in Europe. It can be said that the purpose of getting the support of the representatives of the Allied Powers played major role in the Committee's selection of Istanbul as the center. It is understood that the Committee received the support of the occupation forces in Istanbul because of its anti-Bolshevist rhetoric and nationalist ideology. The Committee followed a propaganda policy aimed at drawing the attention of the European public to the Ukraine problem. For this purpose, The Commitee published a magazine called La Libre Ukraine in French language and made attempts to get support from the League of Nations
