Sınıraşan Sulardaki Yönetim Zorluğu Bağlamında Etiyopya-Mısır İlişkisi ve Büyük Rönesans Barajı

Nil Havzasının yönetimi çeşitli siyasi, sosyal, ekonomik ve ekolojik unsurlarabağımlıdır. Bu unsurlar, kurumsal yapının hangi seviyede değerlendirilebileceği ve hangi ortamdaişlev görmesi gerektiği konusunu ortaya koymaktadır. Mavi Nil üzerinde Etiyopya’nın inşa ettiğiBüyük Rönesans Barajı, Etiyopya ve Mısır arasındaki çatışmayı büyütecek bir unsur olabileceğigibi, zorlayıcı bir çözüm mekanizmasına da dönüşebilir.Bu çalışmada Nil Nehri Havzasının sınıraşan yönetim etkinliğini, Nil Havzası kıyıdaşülkelerinden aşağı kıyıdaş Mısır ile yukarı kıyıdaş Etiyopya ülkeleri arasında yaşanan Nil Nehrisularının kullanımı ve tahsisi ile ilgili su sorunları ve nedenleri incelenmektedir. Bu bağlamda2017’de bitmesi planlanan – Kasım 2017’de %60’ı tamamlanan – barajın ortaya çıkaracağımuhtemel sonuçlar ele alınmaktadır.

The Ethiopian-Egyptian Relationship and the Great Renaissance Dam in the Context of the Management of Transboundary Water

The management of the Nile Basin depends on various political, social, economic and ecological factors. These factors indicate at which level the institutional structure can be assessed and in what context it should function. The Great Renaissance Dam, built by Ethiopia on the Blue Nile River, can be a factor that will magnify the conflict between Ethiopia and Egypt, or this can also turn into a compelling solution mechanism. This study includes the transboundary management effectiveness of the Nile River Basin and the water problems and causes related to the use and allocation of the Nile River waters between the upstream Ethiopia and downstream Egypt which are the coastal countries of Nile Basin. In this context, possible consequences which will be caused by the dam which was planned to finish in 2017 – completed the 60% in November 2017 - are discussed. Therefore, the method adopted is the integrated approach.
