One of the important education's problems is the financing problem. Since ancient ages, there are not financing problems at the education at the family and at the gratuitous education's works. That are classical İslamische schools, "the Medrese"s necessities used to be provided by "The Vakıf", the foundations. After the primary education was compelled in Tukey, expenditures of primary education began to be supplied from the local managements. Because of wars and decreases at income of the local managements, the teachers' salaries were not be able to pay and the teachers didn't enter the lessons, by striking.
