KRİZLER VE DEMOKRATİK MEŞRUİYET SORUNSALI IŞIĞINDA AVRUPA BİRLİĞİ’NİN GELECEĞİ

Son 10 yıl içinde Avro krizi, göç, Brexit ve aşırı sağ partilerin yükselişe geçmesi problemleriyle karşıkarşıya kalan Avrupa Birliğinde, Avrupa Birliği’nin geleceği tartışmaları tekrar gündeme gelmiştir. AvrupaBirliği’nin içinde bulunduğu krizler birbirleriyle ilişkili olup, Birliğin kuruluşundan beri var olan ve tadilantlaşmaları ile getirilen değişikliklerle bile çözülemeyen demokratik meşruiyet problemindenkaynaklanmaktadır. Jean Monnet her ne kadar “Avrupa, krizlere girecek ve bu krizler için benimsenençözümlerin toplamı olacak” dese de, son krizler entegrasyon seviyesini ileriye taşımak yerine AvrupaBirliği’nin geleceğini tehdit etmektedir. Öte yandan aşırı sağ partilerin hem ulusal hem de Avrupa Birliğidüzeyinde yükselişe geçmesi Avrupa halklarının Avrupa Birliği’nin entegrasyon sürecini bu haliyledesteklemediklerinin bir göstergesidir. Bu nedenle, Avrupa Birliği’nin bu haliyle yoluna devam edemeyeceğiaçık olup, krizler, Avrupa Birliği’nin revizyonu için son çağrı olarak yorumlanmalıdır.

The Future of the European Union in the light of the Crises and the Democratic Legitimacy Problem Abstract

While the European Union has been dealing with the problems of the Euro-Crisis, immigration, the Brexit and the rise of far-right parties over the last decade, the debate on the future of Europe has come to its agenda again. The recent crises that the European Union has been through are related to each other and stemmed from the democratic legitimacy problem which has existed since the foundation of the Union and could not have been solved even with the amendments brought by the reform treaties. Even though Jean Monnet determined that “ Europe will be forged in crises, and will be the sum of the solutions adopted for those crises”, the recent crises threaten the future of the European Union rather than pushing the level of integration forward. On the other hand, the rise of the far-right parties in national and European Union level is an indication that the people of Europe do not support the integration process in its current form. Therefore, it is obvious that the European Union can not survive with its current form, the crises should be considered as the wake-up call for the European Union to revise itself.
