HYMAN MINSKY’NİN ANALİZİNDE AÇIK SİSTEM ONTOLOJİSİ

Bu çalışmanın amacı, “açık sistem” ontolojisinin iktisat bilimi için gerekliliği savından hareketle,Hyman Minsky’nin finansal istikrarsızlıklara dair fikirlerinin “açık sistem” ontolojisi ile tutarlı olduğunusavunmaktır. Minsky, kapitalist ekonomilerin yaşadıkları krizleri, “beklenmedik bir şok” veya “dışsal unsurlaradayalı bir dengesizlik” şeklinde ele alan ana akımdan sıyrılan ve ayrıca krizleri ortaya çıkaran temelmekanizmayı da sistemin içsel işleyişinde arayan bir iktisatçıdır. Minsky çalışmalarının çoğunda, geçenyüzyılda yaşanan büyük kriz ve buhran sonrasında uygulamaya konan denetimlerin, kâr motifi ile hareket edenfinansal kurumların gerçekleştirdiği finansal yeniliklerce ihlal edilmesi üzerine yazmıştır ve benzer bir krizintekrar yaşanacağına işaret etmiştir. 2008 yılında yaşanan ABD kaynaklı krizden sonra tekrar gündeme gelenMinsky’nin finansal istikrarsızlık hipotezi, John Maynard Keynes ve Joseph Alois Schumpeter gibi iki önemliiktisatçının güçlü vizyonlarının bir sentezidir denebilir. Günümüz “finansallaşma” dönemini evrimci birperspektiften ele alan Minsky’nin inceleneceği bu çalışmayı diğerlerinden ayıran unsur ise günümüz kapitalistsisteminin aldığı biçimi ve yaşadığı istikrarsızlıkları anlama yolunda “açık sistem” ontolojisinin zaruri birvizyon olduğu ve Minsky’nin bu vizyona sahip olduğudur

Open System Ontology of Hyman Minsky’s Analysis

The aim of this study is to argue that Hyman Minsky's ideas on financial instability are consistent with the open system ontology, considering the argument on necessity of open system ontology for economic science. Minsky is an economist who is not a part of the mainstream that treats the crises of capitalist economies as “an unexpected shock” or “disequilibrium based upon exogenous factors” and seeks the fundamental mechanism that brings out the crises in the internal functioning of the system. In most of his works, Minsky wrote about the violation of supervisions, which has been put in place after the big crises and depressions of the last century, by the innovations carried out by the financial institutions operating on a profit seeking drive and has indicated that similar crises would happen again. Minsky's financial instability hypothesis, which came to fore again after the US-originated crisis in 2008, is a synthesis of the strong visions of two major economists, John Maynard Keynes and Joseph Alois Schumpeter. Minsky has an evolutionary perspective on today’s era of financialization and what distinguishes this study about him from the others is stating that the ontology of the “open system” is an essential vision for understanding the form and instability of the present capitalist system, and that Minsky has this vision
