Freiherr vom Stein'ın Modern Kent Yönetimi Anlayışının Gelişimine Katkısı ve 1808 Prusya Kentler Şartı

Prusyalı devlet adamı Freiherr vom Stein'ın kent yönetimleri reformu, Alman Yerel Yönetim tarihinin önemli bir parçasıdır. Bugünkü modern kent yönetimi ve yerel yönetim anlayışının temelleri 19. yüzyılın başında Prusya'da Kentler Şartı ile atılmıştır diyebiliriz. Gerek Stein'ın, gerek öteki Prusyalı reformcuların, kent yönetimlerine ilişkin düzenlemeleri daha katılımcı ve etkin kent yönetimleri yaratmayı amaçlıyordu. Ancak, bunun yanı sıra, Prusya'nın güçlenmesi için ekonomik serbesti, rekabet ve herkes için refahın arttırılması biçiminde özetlenebilecek daha önemli makro hedefler söz konusuydu. Yani, Stein ve arkadaşları kısaca liberalizmi yaşama geçirmeye çalışıyorlardı. Bunun için de kent yönetimleri/yerel yönetimler önemli bir uygulama alanıydı.

Freiherr vom Stein's Contribution to the Development of Modern Urban Government System and 1808 Prussian Urban Charter

Freiherr vom Stein's reforms on city government constituted an important part of local government system of Germany. It could be said that the basis of modern local government pnnciples were settled by the Prussian Urban Charter in early 19th century. By the regulations on city government, Stein and other Prussian reformers had targeted effective management and public participation in local governments. Besides this, economic and social development of Prussia had required enhancement of economic liberty, competition and general welfare. In other words, Stein and his colleagues were trying to put into practice liberal economic principles. For this, city governments/local governments were an important application field. 1808 Urban Charter has regulated elaborately the internal structure and functions of city government, financial issues, public participation procedures, and tutelage over the local governments.
