Avrupa Birliği Bölgeler Komitesi

Günümüzde Avrupa Birliği, uluslar üstü nitelikte bir siyasal yapılanmadır. Bu siyasal yapılanmanın işleyişinde üye ulus-devletler belirleyici bir ağırlığa sahiptir. Avrupa Birliği, üye ulus-devletlerin yanı sıra, kurucu antlaşmalarında yerellik ilkesine atıf yaparak ulııs-altı birimleri de göz ardı etmediğini ortaya koymaktadır. Üye devletlerin yaklaşık dörtte üçünün federal/bölgeli bir yapıya ya da geniş yetkilerle donatılmış yerel yönetimlere sahip olmasının Birliğin ulus-altı birimleri dikkate almasında kuşkusuz payı vardır. Ulus-altı birimlerin Birlik içindeki temsili Bölgeler Komitesi yoluyla sağlanmaktadır. Yerel ve bölgesel yönetimleri temsil eden Bölgeler Komitesi, Avrupa Parlamentosu, Konsey ve Komite ile birlikte danışma organı olarak Avrupa Birliği karar mekanizmasında yer almaktadır. Bu çalışmada öncelikle Bölgeler Komitesinin oluşumuna giden tarihsel sürece değinilmektedir. Daha sonra Komitenin kuruluşu, işleyişi, yetkileri, Komitede görüş ve kararların nasıl alındığı anlatılmaktadır. Sonuç bölümünde ise Komiteye ilişkin genel değerlendirme yapılmaktadır.

The Commite of the Regions of the European Union

Although the European Union is a supra-national organization, member nation-states have decisive influence on Europen Union's decion-making process, the EU's founding treaties also recognize sub-national authorities. This is not surprizing given that extensive powers reside at the regional or local level in about three-quarters of the member states. Local and regional authorities are represented in the European Union by the Committee of the Regions. The Committee of the Regions is an advisory body to the European Parliament, the Council of the European Union, and the European Commission. In this role, the Committee of Regions interjects local and regional issues into the EU decision-making process. In this paper I discuss the .historical process that led to the formation of the Committe of the Regions. Then I examine the powers of the committee defined in the EU Constitution, I describe how the Committee's work is orginased, and how the Committee issues opinions and resolutions. In conclusion I present a general analysis of the Committee.
