Dış Politikada Ölçülebilirlik: 1943 Tahran Konferansı’na Göre Avrupa’nın Jeopolitik Ağırlığı

Çalışmanın temel amacı, Avrupa’nın Tahran Konferansı sürecindeki jeopolitik ağırlığını ölçülebilir hale getirmektir. 28 Kasım 1943’ten 1 Aralık 1943’e kadar liderler ve üst düzey kurmaylar arasında dört günde toplam on dokuz kez görüşme yapılmıştır. Jeopolitik ağırlığı tespit etmek için bu görüşmeler üzerinden üç yöntem geliştirilmiştir. Birinci yöntemde görüşmeler içerisinde tartışılan ana coğrafi bölgeler tespit edilmiş ve yüzde belirlenmiştir. İkinci yöntem olarak tutanaklarda coğrafi bölgelerin isminin kaç kez geçtiği tespit edilip bu veriler için de yüzde belirlenmiştir. Üçüncü yöntem ise konferans sonunda alınan kararlardır. Birinci yöntem genel analizin %40’ını, ikinci yöntem genel analizin %40’ını, son yöntem de genel analizin %20’sini oluşturmuştur. Üç analiz yöntemi birleştirildiğinde Tahran Konferansı’ndaki coğrafi ağırlık yüzdesi belirlenmiş ve ağırlık merkezleri harita üzerinde gösterilmiştir. Çalışmadaki bulgulara bakıldığında Tahran Konferansı’nda tartışılan konuların, Avrupa’daki mevcut çatışma bölgeleriyle tam anlamıyla örtüşmediği görülmüştür. Bu konferansta Türkiye’nin jeopolitik ağırlığı, kendisi gibi savaş dışı kalmayı tercih etmiş ülkelerden çok daha fazla olmuştur. Konferansta ön plana çıkan konular; Türkiye’nin savaşa girmesi ve Overlord Harekâtı’dır. Bunun yanında Almanya da görüşmelerde sıklıkla tartışılmıştır.
