Yönetsel kontrol ve örgütsel düzen: Michel Foucault ve Zygmunt Bauman ekseninde bir tartışma

Ana akım örgütsel yaklaşımlar düzen ve denetim olgusunu işlevselci bir bakış açısıyla yönetsel etkinlik ve etkililik kavramı etrafında incelemiş ve yönetsel rasyonellik açısından öneriler geliştirmiştir. Ne var ki, son dönemlerde yaygınlaşan eleştirel bakışaçıları bu iki olguyu iktidar ilişkilerinin cenderesindeki insanın konumuyla birlikte ele almışlardır. Bu çalışma, düzen ve denetim konusunu eleştirel perspektiften incelemeyiamaçlamaktadır. Bu noktada güç, iktidar, düzen konuları üzerinde yaptıkları analizlerle büyük yankı uyandıran Foucault ve Bauman’ın görüşlerine başvurulmuştur. Bir bakımaçalışma, Foucault ve Bauman’ın geliştirdiği tez ve teorilerden hareketle, modern yönet sel kontrol ve düzen konusunu bir yeniden okuma çabasıdır. Bauman’ın özellikle “bahçıvanlık”, Foucault’un ise “panoptikon” ve “pastorallik” metaforu etrafında açıklama ya çalıştıkları disipline etme ve uysallaştırma pratiklerinin örgütsel alandaki izdüşümleri farklı boyut ve yönleriyle gösterilmeye çalışılmıştır.

Managerial Control and Organizational Order: A Discussion Based on the Analyses of Michel Foucault and Zygmunt Bauman

Mainstream organizational approaches have examined order and control from a functionalist point of view focusing on the managerial effectiveness and efficien- cy and have tried to generate suggestions for managerial rationality. However, critical views, which have been rising in recent years, examine these two concepts within the positions of employees where they are under power pressure. This paper aims to study order and control from the critical perspective. With this aim, thoughts of Foucault and Bauman are paid attention whose analyses on power, domination, and control have created a great deal of interest. In one respect, the study is an attempt to reread mana gerial control and order moving from the thesis and theories developed by Foucault and Bauman. The projections of the practices in disciplining and making people submissive that have been explained by Bauman especially with the metaphor of “gardening” and by Foucault with “panopticon” and “pastoralism”, are tried to exhibit in some aspects and dimensions in the work setting.
