"Yeni sağ" ve sosyal devlet: Thhatcher dönemi britanyası'nda konut politikası

Bu çalışmada, Margaret Thatcher döneminde Britanya’da uygulanan “yeni sağ” politikaların konut sektörü üzerindeki etkileri ele alınmaktadır. Bu ülkede konut sektörü, II. Dünya Savaşı’nın bitiminden 1970’li yılların sonlarına kadar büyük ölçüde devlet müdahalesiyle şekillenmiştir. Ancak bu dönemden sonra, “yeni sağ” ideolojinin yükselişiyle birlikte, konut politikası büyük bir dönüşüme uğramıştır. Bu dönüşüm sürecinde konut sektörüne devletin müdahalesi azaltılmış, sosyal konutların özelleştirilmesi yoluna gidilmiş ve sektörde özel sermaye yatırımları teşvik edilmiştir. Hükümetin en temel önceliği sektörde kamu harcamalarını azaltmak ve konut sahipliğini teşvik etmek olmuştur.

The new right and the welfare state: housing policy in britain in the thatcher era

This study deals with the effects of the “new right” policies on housing in Bri- tain in the Thatcher era. The housing sector in Britain had been drastically determined by the state intervention from the end of the Second World War to the end of the 1970’s. After this period, the housing policy was largely transformed by the “new right” ideo- logy. In this transformation process the government reduced the state intervention, imp- lemented a housing privatization program and promoted the private investments in the housing sector. The two main priorities of the government were to cut back on public spending and to encourage home ownership.
