Türkiye’de Kamusal Aktörler Olarak Sivil Toplum Örgütlerinin Bilgi ve İletişim Teknolojilerini Kullanımı

Sivil toplum örgütleri bazı kamusal rollere sahiptir. Bu roller yerel, bölgesel ve küresel düzeyde kamusal aktörlerle iletişim kurmak, kaynak bulmak, kamuoyunu etkilemek, kamusal kültürü geliştirmek ve karar alma süreçlerini yönlendirmektir. İnternet ve sosyal medya platformları sivil toplum kuruluşlarının kamusal rollerini gerçekleştirme ve kurumsal kapasitelerini geliştirme sürecinde iletişim ve etkileşim olanaklarıyla önemli katkılar sağlayabilir. Bu olanaklardan faydalanmak için sivil toplum kuruluşlarının bilişim teknolojilerine erişebilmeleri ve faaliyetlerinde kullanmak üzere bilişim teknolojilerine ilişkin belirli bir strateji geliştirmeleri gerekmektedir. Bu çalışmada sivil toplum örgütlerinin bilişim teknolojilerine erişim düzeyleri, faaliyetlerinde bilişim teknolojilerinin işlevlerini kullanım düzeyleri ve bu teknolojilerin kullanımına ilişkin yaklaşımları incelenmektedir

The Use of Information and Communication Technologies by Civil Society Organizations as Public Actors in Turkey

Civil society organizations have some public roles. These roles are getting in contact with local, regional and global public actors, finding sources, affecting public opinion, improving civic culture, and leading decision making processes. Internet and social media platforms may contribute to civil society organizations realizing their public roles and improving their institutional potentials. Civil society organizations should have access to the information technologies and should develop a specific strategy towards the use of information technologies. This research analyzes the access level of civil society organizations to information technologies, the usage level of information technologies in the activities of organizations, and organizations’ approach to the use of these technologies.
