Meta-Governance: The Effective and Democratic Administration in the Face of Complexity

As a result of the reforms that started in the field of public administration in the 1980s, governance theory came to agenda in the 1990s. The process which continued with governance theory and practices changed the role and jurisdiction of the central state and resulted in the strengthening of different market and network based actors, oth-ers than the state. With the 2000s, it is seen that the concept of meta-governance has been discussed as a solution in the literature against to the administrative problems that arise because of these different actors (state / government, private sector, non-governmental organizations, citizens, etc.) and to increasing complexity of their interactions that in-volved in the process of formulation and implementation of public policies. In this context, “meta-governance”, which is relatively less studied in the Turkish literature, is the sub-ject of this study. The study aims to clarify the concept and practice of meta governance by focusing on the potential role of meta-governance in effective and democratic admin-istration in the face of accepted complexity.
