Kamu Sektöründe Stratejik Yönetim

Kamu hizmetlerinin daha etkin hale gelebilmesi için, kamu yöneticileri, stratejik yönetimi yararlı bir araç olarak kullanabilirler. Stratejik yönetimle kamu yöneticileri faaliyetlerine uzun vadeli bir perspektifle bakarlar. Böyle bir yönetim anlayışı içinde örgütün iç süreçleri ile dış çevre faktörleri arasındaki etkileşimler dikkate alınarak, örgüt esnek ve şeffaf bir yapı içerisinde faaliyette bulunur. Stratejik yönetim uygulamasıyla, kamu örgütlerine özellikle vizyon, misyon ve değerler belirleyecek faaliyetlere belirli bir yön verilebilir. Bir şekilde kamu örgütleri geleceklerini önceden belirleme ve buna göre çalışmalarını yönlendirme olanağına kavuşur. Bu çalışmada, kamu sektöründe stratejik yönetimin tanımı, özellikleri, kapsamı, süreci bir model önerisi ile birlikte tartışılmıştır.

Strategic Administration in Public Sector

This article is arising from a deciding that today public sector can not be highly effective in solution of social problems and to meet expectations. However, to reach providing more effective service the administrators in public organizations can practice strategic administration as a useful tool. Strategic administration offers a long term perspective for the activities of administrators. By employing such a management concept, mutual effects between the organizational processes and environmental factors will be taken into consideration and, the organization also will act as a flexible and transparent body. For the author, through realizing strategic management practices, public organizations will gain a new direction for their activities that determine their vision, mission and values. So, in the article, the definition, characteristics, scope and processes of strategic administration in public sector has been discussed and a new model is proposed.
