Bilim Diplomasisi AB'nin Politika Hedeflerini Desteklemeye Nasıl Yardımcı Olabilir?

Son yıllarda, bilim diplomasisine verilen önem giderek artmaktadır. Bu durumun en önemli nedeni ise ülkelerin bilimin stratejik bir dış politika aracı olarak kullanılmasındaki öneminin farkına varmış olmaları ile ilgilidir. Dünyadaki en önemli ekonomik ve siyasi birliklerden biri olan Avrupa Birliği, küresel sorunlarla ilgili uluslararası tartışmalarda lokomotif bir rol oynamak için bilim diplomasisini uygulamaya başlamıştır. Birliğin, dünya siyasetinde küresel bir güç olarak varlığını devam ettirebilmesi, sürdürülebilir kalkınma ve doğanın korunması gibi hedeflerine ulaşabilmesi ve bu konuda örnek teşkil ederek birliğin yumuşak güç potansiyelini artırabilmesi açısından küresel sorunlara öncelik verilmesi oldukça önemlidir. Bu nedenle, günümüzün en önemli küresel sorunlarından birisi olarak kabul edilen iklim değişikliği, AB'nin bilim diplomasisi alanında genişleyen faaliyetleri arasında kendisine yer bulmuştur. Bu açıdan bakıldığında, bu çalışmanın temel amacı AB'nin bilim diplomasisi alanında giderek daha görünür hale gelen politika kararlarının, küresel sorunlar ile ilgili politika hedeflerini desteklemelerine nasıl yardımcı olduğunu iklim değişikli sorunu özelinde incelemektir.

HOW CAN SCIENCE DIPLOMACY ASSIST TO SUPPORT THE EU’S POLICY GOALS?

Recently, there has been greater interest in science diplomacy because countries acknowledge the importance and value of science as a strategic foreign policy tool. The European Union as one of the most significant economic and political union in the world politics has also begun to apply science diplomacy to have a locomotive role in international discussions about the global challenges. Addressing the global challenges is one of the top priorities of the union to remain its position as a global power in the world politics and achieve its aims with respect to wider world as well as increasing the union’s soft power potential by leading the example in the issue. Therefore, climate change as one of the most urgent issue of today’s world has found a place itself in the EU’s extending activities in science diplomacy area. Looking from this perspective, this paper aims to examine that how the EU’s increasingly visible policy decisions in science diplomacy area assist them to support its policy goals in the subject of addressing the global challenges mainly on climate change.
